IMPALA-15323: Produce Ranger audit events for CREATE/DROP ROLE
This patch makes Impala produce Ranger audit events for the CREATE ROLE
and DROP ROLE statements.
Testing:
- Added Java tests to verify the audit events are indeed produced.
