IMPALA-15234: Add a way to clear the HBO cache
Add :clear_hbo_stats() using the existing admin statement framework.
With authorization enabled, the command requires ALL privilege on the
server. No SQL grammar changes are needed.
Call CacheBackend.clear() through JNI. The in-memory backend clears
the cache on the coordinator handling the command. A shared backend
can provide a wider scope through the same interface.
The clear removes entries currently stored in the cache. It does not
serialize concurrent writers, so queries can store runs after it
returns.
Tests cover clearing populated and empty caches, command analysis,
server-level privileges, and removal of HBO estimates in EXPLAIN.
