IMPALA-9060: make slow I/O logging less verbose This avoids logging > 2 messages per scheduling quantum with a slow I/O. Testing: Manually tested by adding a sleep and checking that the error messages were as expected. Also set max_chunk_size = 1024 to force the issue that caused the log flooding before, confirmed that only two errors were logged.
