IMPALA-9489: Set impala-shell and impala-python env to use thrift 11
With IMPALA-7924 resolved, thrift-0.11.0 python files are available.
We should the impala-shell, and the impala-python env, use those in
place of thrift-0.9.3. Stciking with thrift-0.9.3 impedes our ability
to make the shell compatible with python 3
