IMPALA-11504: Specializing DecimalUtil::GetScaleMultiplier<int256_t>().
Currently decimal-util.h didn't specialize DecimalUtil
::GetScaleMultiplier<int256_t>(), causing more performance loss when
calculate Decimal16Value division.
Testing:
- Ran existing jobs.
- Add decimal-util-benchmark.
