I tested this locally by starting the minicluster on my dev machine, and I'm running a private exhaustive build on Cloudera's internal Jenkins. I couldn't find a way to make sure this fixes the RHEL7 issues, but it seems reasonable to assume that they were caused by HBase trying to bind ports in the ephemeral port range.
