So I think the assumption is that the coordinator may not be able My test shows that the fragments that are not on the coordinator node will exit. (This test is the equivalent of instances_started=false with complete RPC failure.) However, if the message doesn't get to the coordinator, then the coordinator fragments will hang (seemingly indefinitely).
