Improvements: - Cache the File objects to reduce the size of TsFileInsertionEvents. - Limit the frequency of flushing TsFiles when cocurrently creating historical extractors. - If cluster heartbeat doesn't need PipeMetaList, do not get into PipeTaskAgent.
