[PR] Try to fix error code different in each data node problem [iotdb]

   Previously, we occasionaly got CI failed by error code different in each 
data node

   This may be caused by FragmentInstanceInfo constrcutor.
   If FI didn't fail while calling getErrorCode and then failed after calling 
getErrorCode, this problem may happen.
