Backport #17910 to dev/1.3. Changes: - Create the schema snapshot database before loading tree-model schema snapshots. - Classify database already-exists/conflict statuses for pipe receiver user conflicts. - Unwrap PipeEnrichedStatement before dispatching config statements in Coordinator.
