Backport of b35a575199a03587d30c5d29e8b40f51ecb658ff / #18065 to dev/1.3. Notes: - Applied the tree-model region migration IT and shared file assertions. - Omitted the table-model IT from the original master change because dev/1.3 does not have the table-model test APIs/classes. Validation: - `git show --check HEAD` - checked no Java 9+ `Set.of` / no-arg `orElseThrow()` usages remained in the backported files - Maven spotless/test-compile could not run locally because the JVM could not reserve native memory/pagefile on this machine. -- This is an automated message from the Apache Git Service.
