* Added release notes for version 2.0.10 in `RELEASE_NOTES.md`, detailing
new features, improvements, and bug fixes.
* Updated `iotdb-doap.rdf` to:
* Add C, C#, and Node.js as supported programming languages, and correct
the C# language tag.
* Add corresponding categories for C.
* Register the new 2.0.10 release with version and release date metadata.
