Applied in 172ad9a2c16. I made the existing compareWriterProgress ordering
reusable and removed the duplicate comparator from WalFileCommitRequirement, so
WAL metadata aggregation and coverage checks use the same
physical-time/local-sequence ordering as the rest of the queue.

Review Comment:
Applied in 172ad9a2c16. The retention cache no longer rescans solely because
the current WAL version changed; it reuses the boundary while the retained WAL
file still exists, and rescans when committed progress changes or that boundary
file disappears. This keeps the cleanup path conservative while avoiding
repeated directory listings.
