While true in the abstract, we've put a lot of work into new releases to 
prevent it from happening. As of 1.7 we wouldn't really expect to see this 
except if bootstrapping thousands of tiny tablets, at which point each tablet's 
WAL appending and preallocation threads can stack up.

I suppose the troubleshooting advice you've provided is still appropriate, and 
it's generic enough to apply to the exceptional situation I'm referring to. 
Still, I would expect this particular piece of advice to be far more relevant 
for _older_ Kudu releases.
