[tools] extra integration tests for the rebalancer
This patch adds more integration tests for the rebalancer,
providing coverage for the following scenarios:
* a new tablet server added post-rebalancing,
and the rebalancer is run again
* DDL operations are run concurrently with the rebalancing
* two rebalancers are running concurrently
* a tablet server goes down during rebalancing
* a tablet server is added during rebalancing
