The master can't register the new tablet server because it can't assign a

When you (or I) run the test locally, that script can be found, but it's not
packaged and sent to Jenkins as part of the tests.
To get that to happen, take a look at
https://github.com/apache/kudu/blob/master/src/kudu/tools/CMakeLists.txt#L175.
I believe you'll need to do something similar for ksck_remote-test.
