Remove docs for client location awareness
Assigning locations to clients can cause instability and connection
failures and timeouts due to how expensive the fork-exec process is on
the master when many clients try to connect simultaneously. This feature
is disabled by default for 1.9, but to more strongly discourage people
from using it, this patch removes the docs about client location
awareness, since it will be default-disabled and experimental in 1.9.
