As one criterion, non-registered tablet servers does not appear in the list of 
tablet servers at masters' web UI.  Also, masters will not return addresses of 
non-registered tablet servers in the ListTabletServers -- that makes them 
unusable to Kudu clients.

Of course masters log about inability to determine location for a table server.
