Change subject: [rebalance] Add '--known_unhealthy_tservers' flag to rebalancer ...................................................................... [rebalance] Add '--known_unhealthy_tservers' flag to rebalancer Now after removing tservers from a cluster, 'ksck' would report these tervers as unavailable and rebalancer would not run unless restarting the masters. '-known_unhealthy_tservers' is useful for users to run the rebalancing even if there are some dead tservers in the cluster. Rebalancer will neglect 'known_unhealthy_tservers' and run on other healthy tservers.
