[clock] pause/resume for MiniChronyd
This patch address pause/resume functionality for MiniChronyd. The
new functionality will be used in a follow-up patch.
NOTE: Probably, it's worth separating a common base from MiniChronyd,
MiniKdc, MiniHms, and ExternalDaemon, but that's a venue for
a separate patch.
