I was about to ask whether it's valid/legit to call this method with both 
'new_table_name' and 'new_table_owner' set to something (i.e. not boost::none). 
 If not, maybe it's worth adding a verification/check for that?

And it seems everything works as expected if this method receives 
after_table.owner with an empty string?
