[tools] update 'kudu table copy' CLI tool
This patch adds 'insert_ignore' and 'upsert_ignore' write operations
for the 'kudu table copy' CLI tool. It also updates the implementation
of TableScanner::CopyTask() and TableScanner::AddRow() to perform less
string comparisons.
