[jwt] Fix flaky jwt tests
Previously the jwt tests in security-itest.cc were flaky. To fix them
this patch increases kLifetimeMs from 1000 to 5000.
The following command has been looped to check for stability:
KUDU_ALLOW_SLOW_TESTS=1 ./bin/security-itest \
--gtest_filter='*Jwt*' --stress_cpu_threads=32
