[WIP] Add new test with multiple clusters available at the same time This is a draft commit to see what needs to be changed to make multi cluster testing work. Things found so far: Multi-master test case is a good approximation but it needs to be generalized. Multiple clusters try to start multiple chromyd which causes probelems. A quick workaround is num_ntp_servers=0 If multiple cluster is running at the same time, daemon_id needs to be more unique or the concurrent cluster servers' file pathes will conflict.
