WIP KUDU-613: Scan Resistant Caching
This patch introduces a new class, the SLRU cache with two segments,
the probationary and protected, to protect the cache from long/random
reads.
Looking for feedback on general approach for implementation so far.
TODO:
- Add tests
- Add metrics on SLRU cache level, both segments already have their
own metrics
- Use SLRU cache in BlockCache
