IIUC, the timeout is per test scenario, or here we are talking about dist-test timeout? I recall fs_manager-test was running fine without issues some time ago. Did you do any analysis in attempt to understand the reason behind it starting spending too much time for it runs? Essentially, if there have been some changes that explain this it's quite good justification on itself, but otherwise I'm concerned that we might be overlooking some change in behavior due to a bug introduced recently.
