KUDU-3628 [tests] address flake in ksck_remote-test
To avoid flakiness due to the natural lifecycle events of Raft cluster,
a few related calls are wrapped into an ASSERT_EVENTUALLY() macro.
This commit is very similar to 6eec549f052b49bc7f53673c67d23c389cc24314,
it extends the use of the ASSERT_EVENTUALLY() macro.
