[WIP] REST API integration tests
Add integration tests to master_authz-itest.cc
in the following scenarios:
- User A creates a new table. Verify that User B cannot
access it using DELETE/PUT endpoints
- User A and User B create separate tables. When performing
a GET /api/v1/tables, each user should only see the tables
they created
