KUDU-3788 unify fetch_and_patch arguments
The motivation for this update is to refactor the scripts that fetch
source archives for all 3rd-party components. A follow-up patch will
update the logic to fetch source archives only when building the
3rd-party components if USE_PREBUILT_THIRDPARTY=1.
This changelist doesn't contain any functional modifications.
