[tools] Add create-principal control shell request
The mini-cluster control shell could only kinit or kdestroy credentials
for principals that already exist in the test KDC (test-admin and
test-user). Tests that need arbitrary users, such as the proxy user
tests, had no way to create additional principals.
Add a CreatePrincipalRequestPB control request that delegates to
MiniKdc::CreateUserPrincipal, mirroring what C++ integration tests do
directly today.
