Adds the actions `UPDATE_MAINTENANCE_SCHEDULE`,
`GET_MAINTENANCE_SCHEDULE`, `START_MAINTENANCE`, `STOP_MAINTENANCE`
and `GET_MAINTENANCE_STATUS` to the authorizer API as well as the
necesary code to handle these new actions.
