       @cloud-fan thanks for your review. In the current implementation, if the 
`scale` parameter is 0 or not specified, we follow the default behaviour of the 
`Ceil`, in which for the input type float/double, we return `LongType`. If the 
`scale` parameter is specified and greater than 0, we follow the `RoundBase` 
behaviour.  I believe `ceil(c_double)` and `ceil(c_double, 0)` will have the 
same behaviour.
