When an application with placeholders does not get all placeholders allocated the placeholder timeout triggers a clean up of the asks and the already made allocations. The application moves to a failed state after this. Asks can be released without waiting for the shim to respond as they are not allocated and use no resources on nodes, queues or the app. This stops the application from being scheduled while it waits for the allocations to be released by the shim.
