Review comment:
       I think LoadInt32 ensures that load happens in atomic way irrespective 
of the in-flight writes. 
   
   Yes, it is low level but it is good enough to meet our needs. I think Mutex 
is more than what we need in this particular context. Also, atomic package has 
been used in some other places too in shim. Thoughts?
