I have another idea of implementing this new property.
`event.RESTResponseSize` can be applied to `EventSystemImpl` and thus
`GetEventsFromID` can pick up `min(count, RESTResponseSize)` to generate
`EventRecord`. That is similar to `requestCapacity` and `ringBufferCapacity`
