   My question was that why 
`!qcp.allocatedResource.StrictlyGreaterThanOnlyExisting(qcp.guaranteedResource)`
 is checked ONLY when guaranteed == max? Based on your explanation, it would be 
logical to always check this if guaranteed is set, regardless of its relation 
to max.
