   @cherrie-k I found that the key is jdbc dependencies:
   1. edit in newUI cannot save this conf
   2. if dependencies is set in old UI, we cannot see and edit the interpreter 
in new UI
   
   You can try to reproduce by typing a local file path or anything(though file 
not found will show)  in Artifact
