This PR adds the website documentation and release announcement for Apache Zeppelin 0.12.1 release. ### Changes 1. Added built static documentation for **0.12.1** to `docs/0.12.1/`. 2. Added `0.12.1` to the version dropdown menu in `_includes/themes/zeppelin/_navigation.html`. 3. Created the release page `releases/zeppelin-release-0.12.1.md` containing key highlights and the contributor list. Note: This PR is created as a draft because the 0.12.1 release vote is currently in progress.
