A git level tool which I've wanted is one where I could mark each chunk as
belonging to a particular commit.  "git app -p" is effectively one level of
this, and I'd like to keep multiple open commits.

I think that such a tool would allow the RPC to do a top-down edit, and then
to accumulate the various kinds of changes: typos, grammar, and the
higher-level rewording efforts.  It must take a couple of hours for them to
send/edit that email with all the suggested changes.  This might reduce that 
effort.

{A colleague (Mouse) wrote such a tool a few years ago, but getting it out
there and reliable has been difficult}
