Why are you saying so? As far as I know, Yocto's default is to set
PACKAGE_CLASSES ?= "package_rpm" in local.conf and neither
instructions at [1] (that I expect Sandeep is following) nor any
configuration template nor documentation in the referenced layers are
suggesting to change this default...

BTW I gave Sandeep's setup a try and got the same exact issue (with
Yocto's default local.conf, apart from setting MACHINE = "cyclone5").
At first glance, it seems something related to the version tag string
used by linaro (5.2-r2015.11-2), which seems to be unwelcome to rpm
spec file definition... If I find some spare time I'll try to dig a
little.

In the meanwhile, as a workaround, I confirm that setting
PACKAGE_CLASSES ?= "package_ipk" in local.conf will successfully
circumvent the problem (minus some QA issue you can probably ignore).
Don't know if applicable in Sandeep's context anyway.
