Thanks for the dumb question... I did generate a new .rbf this morning from the 
new .sof, put that on the SD card, but then changed the "sample depth" went to 
a meeting and well...

Hmm… I don’t have a signal tap build of anything right now, so I can’t see
exactly what you’re seeing. But when I open a SignalTap file, and connect
to a device that has no SignalTap instance in it, I get “Start Rapid
Recompile to continue”

Did you launch signal tap by opening a *.stp file, or from within your
Quartus project, selecting SignalTap from the Tools menu? I’m not sure if
there’s a difference, but I generally open from within the Tools menu.

Dumb question, but are you sure the correct FPGA is getting loaded at
boot?
