AFAIK, Red Hat always installs @Core and @Base no matter what you put in
%packages.

However, there is a hidden keyword you can pass to %packages called '--
nobase'.  This means only @Core gets installed; however, when you don't
install @Base, certain keywords in ks.cfg will be broken unless you
manually.  For example, we have the following in our RHEL 4 minimal
install:

@ Core
libxml2-python
net-snmp
rpm-python
system-config-securitylevel-tui
-tog-pegasus
-tog-pegasus-devel

This includes rpm-python which is required later in %post to bootstrap
Yum onto the machine.  system-config-securitylevel-tui is required
because Anaconda calls it to enable/disable SElinux.  You may also need
to specify "authconfig" manually.
