You'll need to copy or create a symlink in /etc/xen/auto/ to the config file /etc/xen/<name of vm> for the vm to be started on reboot of the host. Note that if you have more than one, the vm's start one after another, so it can take awhile for them all to come up.

Excellent question, one I've asked about here previously. It does not appear possible to start a vm from the gui?!

And if you don't have dhcp available, it's not practical to use the gui to create vm's either ('create' in the sense of initially create the vm, not start it up).
