It isn't this way on any of my RHEL4 systems. On my RHEL4 systems /dev/root is a symbolic link to the actual root device and the actual root devices have the correct permissions. On the two test RHEL5 systems it is not a symbolic link but rather a complete duplicate of the actual root device node with the restrictive permissions. The permissions on the actual root device are "normal" however.
