I don't think Debian supports that, I believe its scripts use debootstrap.
How to do it depends on what you want, but one or more separate single
filesystems that appear at /dev/hda{1,2,3} are easiest. Just mount them
appropriately someplace, maybe /tmp/etch/ and untar* something into it.
You will need to do some fiddling to get it to actually boot - creating
a similarly-structured Fedora system and then replacing its files might
be close.
* Or boot one of the live CDs that abound, and run debootstrap to fill it.
