You can try out mrepo, which allows to synchronize RHN channels (as well
as RSYNC/FTP/HTTP/SSH repositories) and keep them up to date for an
internal network.

It also includes a tool called rhnget, which can download a complete
channel to a local disk, or selectively download packages (using a
regexp).
