It's a different project (http://stgt.berlios.de/), I've run some tests with the fedora version a couple of months back and the iscsi target seems to work without any problems. The user space tools are quite ready at the moment, there is no ietf.conf equivalent for example so you'll have to write your own scripts to setup the targets with tgtadm (look at README.iscsi for what you need to run).
