Well, if you installed any server components that actually run via the
xinetd service then I would have thought it would have installed.  I
guess it's possible it's not part of the default install since many
people don't need any of it's services anyway.

The xinetd service is certainly installed on all of my RHEL servers and
is included as part of RHEL.  You should be able to install it with just
a command like the following:

yum install xinetd
