Yes.  The 5 % default is designed to make sure there are enough
large free extents on the filesystem to avoid excessive fragmentation.
If you start to push that down you will start to notice performance
degradation due to fragmentation, depending on the actual size
of the disk and the files on it.  On large partitions you may want to
decrease the percentage and watch instead the free space directly.

But decreasing the reserved block allotment does have a price.
