SUSv3 says:
EXIT STATUS
The following exit values shall be returned:
0 At least one matching process was found for each pid operand,
and the specified signal was successfully processed for at least
one matching process.
>0 An error occurred.
So it would seem bash is not following the standard. If even one PID is
invalid, it should be an error.
